Functioning of LAG - the main assumptions of the LEADER approach

Main assumptions of the Leader approach:

• bottom-up partnership approach to rural development
• implementation through Local Action Groups (LAGs)
• rural community is developing the Local Development Strategy (LDS)
• LAG selects projects that are contributing to achieve the objectives of collaborative developed strategy.

 

Purpose of Action

The action is intended to allow residents from the area covered by the Local Development Strategy (LDS) implementing projects under this strategy. Implementation of the strategy should contribute to improve the quality of life in rural areas by increasing the activity of local communities and stimulate the creation of new jobs.

As a part of the LDS, approved by the provincial government, LAG selects projects for implementation within the resources allocated to implement the strategy. The LAG employees help applicants in preparing projects.

The applications may refer to the  projects eligible for aid within  measures of Axis 3 - Quality of life in rural areas and diversification of the rural economy:
- Diversification into non-agricultural activities,
- Creation and development of micro- enterprises,
- Village renewal and development,

 

and other projects hereinafter referred to as "small projects" which are not eligible for aid under Axis 3, but will contribute to the achievement of the objectives of Axis 3, i.e. improvement in the quality of life or diversification of economic activities in the area of ​​ LAGs.

Assistance is expected: 

1. for the actions contained within the Axis 3- as defined for activities in Axis 3;
2. for small projects, activities might include:
a
. for organization of trainings and other educational and workshop activities for people from the LDS;
b.  for promotion and development of local activity, including the promotion of cultural and artistic creativity, using the local cultural heritage, historical and natural heritage;
c. for development of agritourismand tourism in rural areas, including: the establishment and modernization of  electronic database of tourist information, web pages and folders; preparing and issuing folders and other informational publications, signing objects important or characteristic to the area covered by the Local Development Strategy (LDS);
d. for initiation of the formation, development, processing and  placing on the market and improvement of the quality of products and services based on local resources, including natural raw material, agricultural and forest products as well as traditional sectors of the economy;
e. for organization of cultural events; recreational and sports activities in the area covered by LAG;
f. for purchase and planting of vegetation and traditional old varieties of plants (seeds, cuttings, rhizomes, tubers, etc.) in order to use or renew precious natural heritage or cultural heritage with particular reference to protected areas, including areas covered by the Natura 2000 network;
g. for purchase of software, appliances and computer equipment (including machinery and equipment enabling Internet access and purchase Internet access services) and to make available to the needs of rural communities to improve the quality of life of people in the area of ​​LAG;
h. for renovation, protection and marking of roadside shrines, nature monuments , geological pits and other places and structures specific to a particular location and relevant to the implementation of the LDS with the rearrangement of land around these places;
i. for renewal of elevations and roofs of private buildings, fences and other objects characteristic to the construction of the region;
j. for purchase of costumes, exhibits and other equipment for ensembles, folk groups and other groups as well as teams to cultivate local traditions and customs;
k. for investments to maintain and cultivate traditional professions and trades and investments to support local or folk art;
l. for construction / reconstruction of small tourism infrastructure, in particular viewpoints, places of recreation and camping, cross country skiing trails and downhill skiing, cycling paths;
m. for purchase of equipment of rural community centers and its repair.

 

Beneficiaries:
- Diversification into non-agricultural activities - farmers or their family members within the meaning of the regulations on social insurance for farmers
- Creation and development of micro-enterprises - individuals operating business enterprises on their behalves
- Village renewal and development - communes, cultural institutions, churches or other denominationsand NGO’s about the status of OPP(public benefit organization)
- Small projects - individuals melded within LAG or established in the territory of LAG, if they operate a business enterprise, NGOs, legal persons, organizational units of denominations and churches, with their registered office in the area of ​​ LAG or operating in this area.


The applicant shall submit a request for assistance to Local Action Group. LAG decides either to choose or not a project for funding under the budget provided for in LDS. In case of projects eligible for granting aid under the measures of Axis 3 - quality of life in rural areas and diversification of rural economy, LAG takes into account the project's compliance with local selection criteria and objectives of LDS.
For small projects, LAG estimates the project in terms of compliance with the criteria of access, set for small projects and compliance with local selection criteria and objectives of LDS. Then, in both cases, LAG sends positively evaluated proposals that were selected by LAG decision-making body for funding under the budget of the Local Development Strategy to an appropriate implementing entity (EWS or ARMA). After selecting operations to be financed by LAG, the implementing institution may refuse to pay the support in the event of failure of formal requirement or commitments by the recipient.


Level of funding:
- Small projects - 70% of eligible costs, not more than 25 000 PLN (value of work up to 10%).
- Diversification into non-agricultural activities - 50% of eligible costs and not more than 100 000 PLN
- Creation and development of micro-enterprises - 50% of eligible costs and not more than 300 000 PLN.
- Village renewal and development - 75% of eligible costs and not more than 500 000 PLN
